TSM server TSM Storage Agent (FILE library) TSM client

Hi! I'm trying to set up technical proof of concept of TSM 7.1 to be able to compete against HP DP and/or Symantec NetBackup. The simplified topology is as following:

[TSM clients / tcpip] -> 10Gbit LAN -> [TSM server at DataCenter - tape lib + disk pools] <- management connection over extrmey unreliable satellite WAN connection -> [TSM Storage Agent/LAN-free - local DAS only/file library] <- 1Gbit LAN TSM clints / tcpip

I've setup main TSM server at DC, clients are doing backup there ok, TSM Storage Agent is setup on (very) remote site and defined at main DC server, their communication is working ok. Remote clients can connect to remote TSM Storage Agent ok. How can I define FILE/sequential storage on remote TSM SA direct attached stoage and instruct remote clients to utilise it as their local destination backup storage? AFAIK it must be possible, but I think I've done something wrong?

PS. I've deep technical background and TSM administration from 2001 to 2009, but during last 5Y I think I've forgotten something that my setup dosn't work today as it supposed to be. Any suggestions?
