Maintenance Script Wizard in TSM 7.1

Does anyone know where the maintenance script wizard is in TSM 7.1? I installed 7.1 with Operations Manager but it seems like Ops Manager doesn't have nearly the functionality that ISC had. You can't create STG Pools, Dev Classes, Copy Groups or maintenance scripts. Anyone have any ideas?
